No way to change it. Cannot find a way to config it and change the text in it. Only by portal.

Go to the aclearnewsbar.php edit the "--" to what u want .

You can go to the ACP setting for the portal and change the Forum ID to pull announcements from. Then, the clear news bar will draw from these forums, updating as new threads in those forums are posted to...
