You may found some member of your forum always made the thread with in-disciplinary subject title with active caps lock or some uppercase letter, like this "THis Is titlE SAMPLE new thread.

This plugin will convert all title letters to lowercase, then uppercases all the first letter of the word. You can still manually capitalize your style by editing your thread title, after post/thread has been made.
