Enable Signatures on Groups Basis

It adds an options for groups to use signatures.

It adds an options for groups to use signatures at your Admin Panel->User Groups->Choose the groups->Edit->Miscellaneous->Signatures and tick or untick the Can use signatues? options as per your wishes for that group if they can use signatures or not.
