Display a reminder about forum rules to new users

This plugin displays a reminder about forum rules to new users. The reminder is shown at the top of index and forumdisplay pages. The link to forum rules can be modified from the ACP. Veteran users (those with more than 50 posts) are not shown the reminder.

Features:

* Uses a separate CSS file for reminder style
* Ability to show the reminder to unregistered users (guests)
* Ability to change the number of posts required for a member to be treated as veteran
