Minimum Reputation

Users require minimum reputation to be able to post in certain forums.

What it does is pretty simple: it allows the administrator to set which forums require a minimum reputation which is defined in the settings.

Note #1: the minimum is applied to all of the affected forums.
Note #2: there is a setting which excludes certain groups from validation.
