Mail on activation (update V1.4)

Send a default mail to the user once his account is activated by the administrator

This Plugin sends a mail to the user once the administror has activated his account.
A new setting entry is made to allow configuring the title and body of the mail send to the activated user.

If mail logging is enabled a log is made in the email log.

This is an update of the Plugin of Schnibble that was not working under mybb 1.4
