Disables portal.php to reduce the potential attack surface of MyBB.

This plugin disables portal.php to reduce the potential attack surface of
MyBB. If you don't use the MyBB portal, this plugin will cleanly disable it.

Also useful if you want to disable the portal after having used it but don't want to delete/modify portal.php (e.g. 404 errors from users bookmarking the page).

Works with MyBB 1.4.x and 1.6.x.
